Layer 3 focuses on recognising and utilising the observable resources available within our environment.
</div>
Once basic survival and stability are established, Layer 3 begins to recognise the external resources that can be used to further improve our position within the environment. Rather than only maintaining what already keeps us safe, this layer looks outward towards tools, materials, locations, skills, opportunities, and practical advantages that can be acted upon. It asks questions such as: What do I have access to? What can be used here? Which option gives the greatest practical advantage? What immediate action would improve the situation?
Layer 3 focuses on resourcefulness, helping us recognise what is available, useful, and within reach, so that we can better support ourselves and contribute to the people or communities around us.

**Individually:**
- Organisations prioritise immediate gains over effective long-term planning, wasting money, labour, and resources on short-lived solutions, unfinished projects, and constantly shifting priorities.
**Societally:**
- Organisations fail to recognise and effectively use the resources available to them, leading to wasted money, underused labour, scattered priorities, and projects that never commit to tangible results.
